The US May Introduce New Rules to Tightly Control China's Access to AI Chips

The US government is likely to introduce new restrictive measures in the final week of President Biden's term. These measures aim to curb China's activities in the black market trade of high-end chips. The new rules will further tighten restrictions on China's access to artificial intelligence chips, especially high-performance graphics processing units (GPUs) required for training AI models. It is reported that the new rules will control the global supply of such chips by closing existing regulatory loopholes.

This is another major move following the US' Section 301 investigation into China's "legacy chips" production and the inclusion of 140 Chinese chip companies on the blacklist. The new rules will also expand the scope of application of the "Foreign Direct Product Rule," affecting chip equipment manufacturers in multiple countries and regions, including Israel, Malaysia, Singapore, South Korea, and Taiwan.
